• Decision-making will be slowed down by the fact that the Tisza Party, which has 10 members in the Budapest City Assembly, is not willing to cooperate with any other party on a permanent basis; Tisza has gained a significant power of lobbying.
• In the districts, the balance of power has not changed substantially; a total of four mayors have changed, but in two places this did not mean a change of sides in the party political sense.
• In almost all cases, the incumbent district mayors' relative advantage over their strongest challenger has increased, so the incumbency effect is strong, but mayors must expect the challenge of the Tisza Party in five years' time.
